The Ombudsman

Theodoros Koutsoumpas is an Athens Supreme Court lawyer specializing in commercial, banking, insurance and consumer law. He holds a Ph.D. in Law and an LLM from the University of Exeter, specializing in European Banking and Insurance Law. He graduated from the Law School of the National & Kapodistrian University of Athens and he also completed a BA in Political Science and Public Administration and an MSc in Regional Development, both from the Panteion University of Social and Politcal Sciences. He has also attended specialized courses in Japanese Business Ethics in Tokyo.

Dr Koutsoumpas has more than 32 years of experience as an independent lawyer and legal advisor for top companies in the banking and insurance industries. For several years he has been working as deputy director of the Legal Services of the National Bank of Greece, where he was responsible for Corporate, Investment, and Retail Banking. He was also the head of the Special Legal Support Office responsible for bankassurance products and services provided by the National Bank of Greece.

Previously, he worked for the National Mortgage Bank of Greece, as legal counsel in the Private Banking Division and the Dealing Room, where he specialized in complex financial products and international derivative contracts.

Moreover, he has served for several years as the Vice Chairman of the Board of ASTIR Insurance, an NBG Group subsidiary, and he was a member of the drafting committee for drafting the Act on Transparency in Private Insurance in Greece.  He also served for a number of years as the Legal Counsel of the President of SAE (“the World Council of Hellenes Abroad” Art. 108 of the Constitution of the Hellenic Republic).

Dr Koutsoumbas has also extensive scientific and teaching experience, as a Scientific Associate in the graduate program of Commercial Law at Panteion University, a guest lecturer in the Commercial Law graduate program of the Democritus University of Thrace Law School, as well as, a Professor of European Financial Law in the graduate program of the Hellenic Management Association (H.M.A.) and at IST.

He has served for five years as the editor and columnist of the “GREECE EEC” Scientific Journal and he has published extensive articles, scientific studies and chapters in edited publications in the area of Commercial, Banking, Consumer Protection and Private Insurance Law.
